Ombudsmen offices in 9 Caucasus Universities Established

Last week I was in Georgia, in the final conference of AESOP project. For three years, we have worked in this Erasmus+ on establishing ombudsmen offices in Azerbajzani, Georgian and Ukranian universities. The project has been successful in fulfilling its objective and it's been my job to provide good practices of Students' rights management alongside with five other European Universities from Italy, Austria, Poland, Portugal and UK. We as the European partners also conducted quality review on the project's activities to explore the impact and processes of the newly established ombudsmen offices.

This really interesting journey has taken me to exotic places like Baku, Vienna, Kiev etc. Definitely also to places that I would not have seen without the hospitality of my native colleagues in Azerbajzan, Ukraine, Georgia and Austria. This group of people have also bonded over the years quite a lot. I could really see us writing more project proposals together, sharing Phd students and making Erasmus exchange of staff agreements etc. I am proud of the achievements of the target countries. They have taken steps toward students knowing their rights in the universities' life as well as having an independent party to defend those. These kinds of issues in the Nordic countries are perhaps taken in for granted... It is so eye opening to meet new cultures and see student life also from perspectives out of our normal bubbles. Thank you my AESOP colleagues for teaching me so many interesting lessons on how Universities are run in the Caucasus area. I will miss you guys!

/Viime viikolla olin viimeisellä AESOP-projektin reissulla eli lopetuskonferenssissa Kutaisissa, Georgiassa. Tämä projektihan on vienyt minut moniin eksoottisiin kohteisiin Kaukasuksella: Azerbajzan, Georgia ja Ukraina ovat olleet tämän Erasmus+ projektin kohdemaita ja me Eurooppalaiset yliopistot olemme päässeet jakamaan hyviä käytänteitä opiskelijoiden oikeuksien varmistamiseksi ja sekä toimimaan projektin laadunvarmistuskomiteana. Projektin aikana suunniteltiin useampikin kyselylomake perustettujen Ombudsmen -toimistojen ja niihin liittyvän koulutuksen vaikuttavuudesta. Mielenkiintoista on ollut lisäksi pohtia sitä, onko Ombdusmen -toimistojen perustaminen Kaukasukselle sittenkään kovin erilaista kuin Eurooppaan - lopulta kyse on luottamussuhteen rakentamisesta Ombudsmen-henkilön&toimiston ja opiskelijoiden välille, jotta he uskaltaisivat ottaa yhteyttä tähän auktoriteettiin ongelmiensa ratkaisemiseksi. Kirjoitteilla on luonnollisesti parikin julkaisua aiheesta nyt sitten projektin viimeisten kuukausien aikana. 

Henkilökohtaisesti antoisinta on kuitenkin ollut tutustua näihin kulttuureihin uusien kolleegohen kautta, joista on vuosien varrella tullut ystäviä. Uskoisin, että ainakin osan kanssa tulevaisuudessakin työnteko jatkuu yhdessä uusien projektihakemusten myötä. Ja onhan meillä muutama (viisi) yhteistä hankehakemusta sisällä vetämässäkin vielä... Pitäkää peukkuja!

Back in Baku

Today I am in Baku, Azerbajzan again. I have been here almost two years ago last time. This is a work trip for AESOP project. AESOP is enforcing students’ rights in Caucasian Universities of Azerbajzan, Georgia and Ukraine by establishing Ombudsmen Offices.

We have moved along to the final year of the three year project and all the nine partner universities have now got working ombudsmen offices with regulations in place. These ombudsmen offices have started working on complaints about unfair treatment, sexual harrashment etc. Important issues of the students academic life. My work in this project has been to provide best practises from JYU and to quality assure the work of the Caucasian universities. We have proceeded to the activities analysis phase where we will analyse the ombudsmen models against the complaints.

After our management meeting ended, we were once again taken to see something interesting in Baku. This time we visited Open air museum called Gala, which has gathered many historic archeological findings from the area. There exposed lied old Wedding rooms of Azerbajzani life - used for two different bachelor parties... first women and her friends, then men. They sat down on rugs and pillows, ate and told stories. And there was even a shelf for your swords and hats...

The Open air museum is next to a church yard, which is basically a graveyard. The museum has some usual azeri home animals - chicken, donkeys and of course Camels. On the streets of Baku, you can but endless amount of Camel Wool scarfs. Those are a typical souvenir to bring home.

I got to feed the camels and as you might have seen in my instastory, one gave me a big sweaty kiss on my arm... they were handsome camels, I must say.

We also had some traditional food from Azerbajzan, which is like a Greek-Turkish fusion. I love the food here: fresh greek salads, fresh meat kebabs, dolma, cheeses, olives the size of thumbs... Yam!

On our second day we did data extraction and task division and planned our paper & report to write. After the working hours ended, we took a stroll in the old city of Baku. These rocky streets are separate by a city wall. The touristic centre is full of flying carpet merchants and you can easily buy Aladdin’s lamp if you want one. My colleague had not visited before and had a lot of things to buy. I managed to say no to most of the ”tat”, event though I’d love an Azerbajzani carpet in my house... the problem is on how to get it home... on the other hand, there was also an excuisitly beautiful lamp - with the reasonable price of 400€... definitely will have to start saving for one;)

Baku today is full of Football tourists because it is the finals of some European Championship league where Chelsea is playing against Arsenal here in Baku stadium. This meant that there was even more police than usual and perhaps a bit more traffic. Possibly the merchants had also risen some of the usual prices for tourists, but then again, it is nice to be able to give back to those who live here. I love my Azerbajzani Tea tray which I bought last time I was here and It’s always visible on my kitchen counter. In fact I really like Azerbajzani style in general. They are very hospital, generous and nice people. Very hard working and willing to do their part. In the last two years of working with them, I realise that I have developed a special bond with this country and many of these people have become my friends. Certainly this would not have happened without the Erasmus plus project program and I am grateful for my boss Marja Kankaanranta for trusting me to manage these projects. It has been eye opening and also special time in my life. Something tells me, I will be back here.

/ Tällä viikolla olen töissä Azerbajanissa taas. Edellinen vierailu 2017 vuonna tapahtui samaisen AESOP-projektin puitteissa. Siinä on siis kyse ombudsmen -toimistojen perustamisesta Kaukasuksen alueen partner-yliopistoihin (Azerbajzaniin, Georgiaan ja Ukrainaan). Työskentelyn lomassa tutustuimme jälkeen Bakun nähtävyyksiin, historialliseen ulkoilmamuseoon - Taidetta jätteestä - museoon ja tietysti Bakun vanhaan kaupunkiin. Pidän Azerbajanilaisista ihmisistä. Pidän heidän työmoraalistaan, ruoastaan ja jopa tyylistä. Huomaan, että parin vuoden aikana minulle on muodostunut tietynlainen erityinen suhde tähän maahan ja olen saanut täältä ystäviä. Tämä on tietenkin Erasmus plus -ohjelman ja Marja Kankaanrannan ansiota, sillä hän on luottanut minulle näiden muutaman projektin luotsaamisen JYU:ssa viimeisen parin vuoden ajan. Kiitos! Jostain syystä tuntuu siltä, että tämä ei ole viimeinen vierailuni Azerbajaniin...

AESOP in Vienna

Tässä kesäkuussa reissuja piisaa. Pidin pari kuukautta ”reissuvapaata” eli kävin vain Ruotsissa kempoleirillä pyörähtämässä. Alkukuusta olen ollut Wienissä AESOP projektin kokouksessa. Muistanette viime syksyn vierailuni Azerbajzanin pääkaupunkiin, Bakuun.

Tämä projekti on nyt edennyt tilanteeseen, jossa eurooppalaisten yliopistojen mallien mukaisesti Ei-eurooppalaiset eli kaukasuksen alueen partneriyliopistomme ovat perustaneet ombudsmen -toimistot kohdemaihin.

Ombudsmen on siis termi toimistolle tai toimijalle, joka auttaa ”väärin kohdeltuja” osapuolia saamaan oikeutta. Korkeakoulutuskontekstissa se tarkoittaa käytännössä sellaista, että opiskelijat voivat ottaa yhteyttä luottamuksellisesti tähän tahoon, jos heillä on jotain ongelmaa tai huomautettavaa, esim. Lakiasioihin liittyen. Tilanteet voivat olla vaikkapa sellaisia, että opiskelija kokee saaneensa väärän arvosanan tai opettaja ei ole korjannut kokeita määräajassa.

AESOP projektin Azerbajzanilaiset, ukrainalaiset ja georgialaiset yliopistot vierailivat ensiksi eurooppalaisissa yliopistoissa tutustumassa hyviin käytänteisiin ombudsmen -toimistojen osalta ja nyt ovat siis aloittaneet ombudsmen -toiminnan omissa korkeakouluissaan.

Meidän EU:n sisäisten yliopistojen tehtävänä on nyt auttaa heitä arvioimaan asenteiden muutosta ja ombudsmen-koulutusten vaikuttavuutta.

Tulevan lukuvuoden aikana korkeakoulut kouluttavat henkilökuntaansa ja opiskelijoitaan hyödyntämään ombudsmen-palvelua. Kiinnostavaa nähdä mitä tapahtuu!

Näillä alueilla on tyypillistä se, ettei ns. ”Valittamisen kulttuuria” ole ja vaikka olisikin taho, jolle valittaa, valituksia ei tehdä, koska pelätään seuraamuksia. Se, miten projekti onnistuu tavoitteissaan, jää nähtäväksi, mutta ainakin toistaiseksi ollaan aikataulussa ja kaikki menee hyvin.

Ensi vuonna maalis-kesäkuulle olisi sitten reissuja kaukasukselle taas tiedossa.

Yhtenä iltana meillä oli kunnia tulla kutsutuksi Itävallan opetusministeriöön illalliselle... Näissä piireissä ei koskaan tiedä mihin pääsee tai joutuu! Se on kuitenkin tässä työssä parasta. Päivät eivät ole samanlaisia ja ne ovat aina yllätyksiä täynnä.

/AESOP project has met in the beginning Of the month in very hot Vienna. We were invited to the Austrian Ombudsmen office and also to the Austrian ministry of Education for dinner.
You might remember this project from my visit to Baku, last Autumn. The aims of AESOP project are to establish Ombudsmen offices to Azerbajzani, Georgian and Ukranian universities with the help and assistance of the European partner universities.
We have now moved onto a stage where we have these offices established and we have moved onto Training the staff and students to utilize them.
This change is not easy in countries where the students rights have not been as supported as in the European countries.
In our University, about 6 years ago we established so called ”Goodie” system where the students can approach a trusted person with their problems. In JYU, it has taken 6 years to build a cultural where the students know about the goodies and actually approach them...
These kind of attitude and athmosphere changes take time, but for these universities in the caucasus area, AESOP is only the beginning, that’s for sure.
